According to a New York Times report, the Montserrat Development Corporation the new capital is being put in place at the north end of the island in Little Bay.

The plan is being executed by the public- and privately-owned Montserrat Development Corporation. They hope to lure foreign investors to fund a hotel, waterfront businesses, and a marina, with initial work to be visible at the start of prime tourist season in December.
