Caribbean Tourism Organization Partners with ASM to Boost Regional Air Connectivity

The Caribbean Tourism Organization (CTO) has joined forces with Airport Strategy & Marketing Ltd. (ASM), a global leader in air service development, to address one of the region’s most pressing challenges: strengthening intra-Caribbean and long-haul air connectivity. The partnership is part of CTO’s ongoing Reimagine Plan, which seeks to enhance tourism growth, economic development, and regional integration.

ASM, selected through a competitive Request for Proposals (RFP) process and endorsed by the CTO Airlift Committee, will deliver a comprehensive strategic study by October 31, 2025. The study’s deliverables will include:

  • A full assessment of current intra-regional air connectivity

  • Analysis of passenger demand and potential new route opportunities

  • Strategies to foster airline cooperation and partnerships

  • Recommendations for improving connections between Caribbean nations and long-haul markets

  • A top-level review of bilateral agreements and policies affecting connectivity

  • The design of an efficient hub-and-spoke network model for the region

  • Guidance to strengthen CTO’s advocacy role in airlift and connectivity

Beyond the main study, ASM will provide one year of data support, analytical services, and training to the CTO Secretariat and member states. This extended collaboration is aimed at building institutional capacity and enabling evidence-based decision-making.

Dona Regis-Prosper, Secretary-General and CEO of CTO, described the initiative as “a pivotal step in reimagining Caribbean tourism”, adding that enhanced connectivity is key to unlocking the region’s full potential.

David Stroud, Managing Director of Air Transport Consulting and Data at Aviation Week Network, echoed this sentiment, saying the partnership represents “a shared commitment to sustainable tourism growth and regional prosperity.”

This move reinforces CTO’s role as a proactive leader in shaping the Caribbean’s tourism future — making the region more connected, accessible, and competitive for years to come.
